I guess that the Moscow Spring is over. Perhaps in the next few days we shall be seeing Soviet tanks crushing the bodies of the people. As I have said before on this net, the Status quo soviets will hold on to power until the last thread of civilized behavior is broken. These guys are old enough to remember the deaths of millions upon millions in the building of their wonderful utopia. Why should anyone be surprised that this cornered old beast is striking out to defend itself? Prayers are in order for the people if that will help. Much like Poland in '81, the eyes of the world are finely focused on this tragedy. Perhaps the weight of world opinion will hold down the carnage long enough for the people to organize against the coup. I am kind of numb at the thought that the sociofascists will again torture the peoples of the Soviet Union. Like most of the rest of you, I had hoped that the revolution in the soviet union would be peaceful, but that would have been asking too much. Perhaps there is a bright note here. I expect that too much true politiczation has already occured in the soviet union for this coup to reverse the process of democracy. To many people have had their expectations raised. Lets everybody keep our hopes up and our powder dry, things may turn out alright yet. mark there's no accounting for my spelling and I aint got time to fix it nohow. During the press-conference held today in the House of Soviets he told to the journalists that leaders of Ukraine and some other republics have the same opinion. He told, that he was not able to talk to the President of the USSR Mikhail Gorbachov. He noted, that TV and radio is under special control of a group of the revolters. Speaking about the Order #1 of the Extraordinary Commitee he told that it is proves a fact of the revolt and told that the leadership of Russian Federation will fullfill its duties. LATVIAN COMMUNIST LEADER WELCOMES THE ACTIONS OF THE COMMITEE FOR EXTRAORDINARY SITUATION MOSCOW /RIA/ Politburo member of the CPSU, first secretary of the Latvian Communist Party Alfreds Rubiks stated at the press-conference held august 19 in Riga, that he watches current events "not only with joy, but with proudness. It was a dream for our party". He also told, that Latvia is among the regions, where will be extraordinary situationn rules set up for six month. All the power will be passed to the extraordinary commitee that will be formed by the Commander of Baltic Military region Fyodor Kuzmin. The Central Commitee of Latvian Communist Party and "Ravnopravie" ("Equal Rights") fraction of the Latvian parliament, that represents the interests of russian-speaking population will propose their candidates for this temporary commitee. All the political parties, that act in contradiction with the USSR Constitution and the Condtitution of Latvian Soviet Socialist Republic will be banned. All the mass-media, that will not support the new order will be banned also. Alfreds Rubics told that several "deputies extremists" will be brought against the trial and the squad that guards the Latvian parliament will be disarmed. The "Committee on the State of Emergency" has clearly taken over the service. The regular announcers are gone. In their place are rather monotone voices reading the official declarations and "decisions" of the committee without comment. Most of the programming seems to consist of selections from classical music and Russian folk music thrown together rather haphazardly. It's rather old news by now, but here are a few of the points made in the first official "decision" (ukase) issued by the committee. All government bodies down to the local level are to obey the committee's orders. Bodies which refuse to comply are disbanded. All paramilitary units are to be dismantled. All weapons, ammunition and explosives are to be turned in. The committee will take over the mass media. Where will the patriarch and the leading hierarchs of the church give their support? If anyone receives any pertinent data, please post them. There are at least two principal alternative possibilities I foresee. First, since Patriarch Alexis said that he thought God would grant Yeltsin victory in the June election, one could conclude that the church will be on the side of the popular opposition that Yeltsin is trying to arouse. (Even TASS wondered: "if God is for Yeltsin, who can be against") But I doubt that this alternative will transpire. Second, since Patriarch Alexis is a product of the KGB and has consistently supported the integrity of the USSR, the church could give at least passive support to the extraordinary committee in the Kremlin. In that case I think that popular support for the new government of the USSR will be easier to develop. (That is, the patriarch's personal predilections are on the side of the organizers of the current action.) I expect that the church will issue a statement calling for calm, which is, in effect, passive support of the new government. But I am not aware that this has happened. Tonight's VREMYA broadcast did not carry an explicit message from the church, but there was what perhaps was an implicit message. Extensive coverage was given to a beautiful, marvelous, typical Russian Orthodox church ceremony in--of all places--the grandest, capital cathedral inside the Kremlin itself, the cathedral of the Dormition of the Blessed Virgin. This is a place where very few masses have been permitted since the Bolshevik coup. In fact, I know of only five such services. None was permitted between Easter 1918 and Oct. 1989, when the church marked the 400th anniversary of the establishment of the Russian patriarchate. This 1991 one was a ceremony in conjunction with the conference of expatriots. It is easy to interpret this kind of coverage as an overture from the ruling committee to the church that signifies continuity with the effective policy of the recent past, which is a policy of alliance among the KGB, Church, army, and central committee of the Communist Party. I expect that alliance to continue, but I would welcome evidence to the contrary. Again: does anyone have any concrete information? In it I enumerated three historic lessons that his action illuminated. I repeat them in this letter because the events of the past 36 hours in the Soviet Union have reconfirmed their pertinence. These are historical principles that serve well to interpret events and provide perspective on reports we hear. 1. The Russian are NOT becoming like us. Americans naturally and fervently wish that changes over there signalled that the Russians are adopting our ways of politics and economics and even civil decency. This optimism has misled Americans repeatedly over the past 200+ years. But it is a forlorn hope. 2. There is an insufficient basis for functioning democracy in Russia. While there are among intellectuals a few small elements that have imbibed western democratic values, there is no substantial support in the broad political culture of Russian society to nurture democracy. 3. The Russian Bear will not go away. Any threat to break up the unified empire that Russia has created over the past six hundred years will evoke a dramatic reaction from the center. No matter what happens, the Russian bear will continue to rule from his den. An action like the one we have witnessed this week, in which a committee representing the forces of order and stability replaced Mikhail Gorbachev, should not surprise people who keep in mind these fundamental lessons of Russian history. It's pretty clear that destroying railway bridges is important, but it seems that it's even more difficult to repair or find an alternative to tunnels, than it is to find an alternative to a blown bridge. (Credit Erwin Rommel in "Attacks" for opening my eyes to the importance of tunnels :-) It would seem that destroying tunnels might require specialized expertise, might some of the readers be able to comment on the techniques involved? One possible scenario in the Soviet Union is, simultaneous rebellion against the central government, by several of the republics. In that case, interfering with long range tank movements would seem to be of great importance, because the central government may lack sufficient reliable forces to deal simultaneously with widely scattered rebellions, and be required to make long range movement of mechanized forces from point to point, to put down revolts one by one. Besides destruction of road and rail bridges and tunnels, and other forms of blocking or destroying roads and railways, it seems railway strikes, elimination of sources of fuel, and guerrilla attacks on trains and road traffic are the main ways to decrease the mobility of mechanized enemy forces. Can the readers suggest other ways? Another problem is how to immobilize movements by air of central government forces. Maybe it's time for covert operations to supply stinger missiles to guerrilla forces inside the USSR. Can anyone suggest low-tech methods for interfering with air mobility of enemy forces? The tanks have surrounded the parliament of Russia, and the news agency TASS. The independent programs on Russian TV channel that started some time ago, have been halted, and the same official program is shown in all channels through out the country. Boris Yeltsin is reported to have talked to the people while he was standing on a tank in Moscow. He urged the people not to co-operate with the new regime, and urged people to extend the general strike that according to him had already started in some towns, mines, and factories. He also required the new regime to give Gorbachev a chance to a statement in TV. Gorbachev is reported to be in the Crimean, and it was stressed that he is alive. However, no contact with him could have been established. Private phone connections to Estonia have been possible, and those who have been in contact with people there, tell thta everybody is absolutely shocked and scared. People will not go out for any reasons, and they are shocked by the news from Moscow that tanks have been stopping people from going, and are afraid that the tanks and military will move in. Then, they say, nobody knows what will happen. The borders are again open from Finland to the Soviet Union, as well as the Tallinn harbor in Estonia. Some parts of the border and the harbor were closed for few hours today. The air traffic has proceeded as usual through out the day. Analysts agree that the apparent reason for the coup was the signing of the union treaty tomorrow though reason also lie deeper in the conduct of perestroika, liberation of the east european countries, etc. The immediate result is that there will be no union treaty to be signed tomorrow. German Federal troops may find themselves in a blockade-type situation in order to prevent the movement of soviet troops. The Polish Government is in a similar (but weaker position). Since the Poles are in between Germany and the USSR the issue of troop - movements may become critical. I see the following becoming problems if the situation continues: 1) Lowish-key military standoffs in Germany and Poland 2) Famine in the USSR if there's a General Strike 3) Additional tension in the Gulf due to possible new Soviet position The biggest worry is the European one (imho).
